Councils are groups of individuals who come together to discuss and make decisions on specific issues or topics. These meetings among councils are important because they provide a platform for collaboration, communication, and decision-making. By meeting regularly, councils can share information, exchange ideas, and work towards common goals or solutions to address challenges or opportunities within their respective areas of responsibility. **

The validity of the canons of church councils is generally recognized within the specific Christian tradition to which the council belongs. Citizens' councils can be equipped with political decision-making authority by implementing a system of direct democracy, where citizens have the power to directly participate in decision-making processes. This can be achieved through mechanisms such as citizen initiatives, referendums, and participatory budgeting, which allow citizens to propose, vote on, and influence policy decisions. Additionally, citizens' councils can be given formal recognition and support from government institutions, ensuring that their recommendations and decisions are taken into consideration in the political decision-making process. Furthermore, providing citizens' councils with access to resources, information, and expertise can help to enhance their capacity to make informed and effective decisions. **

The Nazis intended to use the Jewish councils (Judenräte) and the Jewish police as tools to enforce their policies and maintain control over the Jewish population in ghettos and concentration camps. The councils were forced to carry out Nazi orders, such as organizing deportations and providing lists of individuals for transportation to death camps. The Jewish police were used to help maintain order and carry out the directives of the Nazis within the ghettos. Ultimately, both the councils and the police were manipulated and exploited by the Nazis to further their goals of persecution and extermination of the Jewish population. **

No, non-circular municipalities in North Rhine-Westphalia cannot independently establish local councils elected in their districts. The establishment of local councils and their electoral processes are governed by the North Rhine-Westphalia Municipal Code (Gemeindeordnung). According to this code, the establishment and organization of local councils are subject to specific regulations and procedures, and non-circular municipalities must adhere to these guidelines. Therefore, the establishment of local councils in non-circular municipalities requires compliance with the legal framework and approval from the relevant authorities. **
